目前，甲骨文公司在北京、上海、广州和成都均设立了分支机构，向中国市场全面提供Oracle9i电子商务平台、Oracle电子商务应用软件以及相关的顾问咨询服务、教育培训服务和技术支持服务。甲骨文公司在中国的员工达483人。

2002年10月，甲骨文公司在深圳成立甲骨文中国研发中心，服务于技术开发、产品认证和本地化、技术支持等关键领域。第二个研发中心也于2003年10月在北京揭幕。

甲骨文公司在中国的目标是：通过提供并传授领先技术，帮助中国软件企业在快速增长的经济大潮中取得成功，促进中国软件业的发展，同时也为中国的广大用户提供性价比高、可靠、安全的企业软件，为他们的业务增长作出贡献。

我们的策略是：推进本地化建设、建立牢固的合作伙伴关系、对中国市场实现承诺。目前，公司在中国91%的业务都是通过本地合作伙伴进行的。我们还与中国人才交流基金会合作，每年为4,000名中国软件工程师进行培训，以满足市场对软件专业人员的上升需求。
